ICP Beian License
WHAT IS ICP LICENSE?
An ICP Beian number allows you to host your website in China. Internet Content Provider (ICP) license is issued by the Chinese Ministry of Industry and Information Technology (MIIT) and authorizes websites to operate in China.
There are two types of ICP license:
- ICP Beian (or Bei’An) license : Generally meant for non-commercial websites, it can also be sufficient for many e-commerce websites. 95% of e-commerce websites currently use ICP Beian;
- Commercial ICP license (or ICP Zheng): This license is very difficult to obtain and is only required for large Chinese e-commerce sites.
This system was introduced by the Telecommunications Regulations of the People’s Republic of China adopted in September 2000. All websites sharing content from Chinese servers are legally required to obtain an ICP number. Otherwise, Chinese internet service providers will automatically block the website.
The two main reasons you need ICP license:
- Prevent blocking: China’s firewall blocks websites without an ICP license;
- Host in China: benefit from a fast-loading website hosted in China.
CONDITIONS FOR OBTAINING AN ICP BEIAN LICENSE
Since January 1, 2018, new rules have come into effect that impact new ICP applications and potentially existing license holders who are not in compliance with the updated regulations:
Not complying with these regulations may lead to the ICP application being rejected. Companies that circumvent the new regulations run the risk of having their domains blocked or blacklisted by the MIIT. The complete process must be approved by the Chinese government in order to obtain the coveted Holy Grail of license:
